The City Clerk of Bellefontaine Neighbors provides administrative assistance to the elected officials and oversight of daily executive office operations at City Hall. The City Clerk manages, directs and coordinates administrative functions and delivery of basic municipal services.
The Clerk keeps a journal of all proceedings of the Board of Aldermen; safely and properly keeps all records belonging to the City; is general accountant of the City; directs the certification of candidates for election; attests and signs all official documents and contracts; and is empowered to administer official oaths and is the custodian of records for sunshine requests.

Pursuant to RSMo. Section 610.023 (3), a sunshine law request must be responded to as soon as possible, but no later than the end of the third business day following the custodian of records' receipt of the request. If access is not granted immediately, the custodian of records is required to explain the reason for the delay and the earliest date and time that the records will be available. This period for document production may exceed three (3) days for reasonable cause.
