Answers to common questions about the City of Bellefontaine Neighbors and its services.

ADMINISTRATION

  • Can I register to vote at City Hall?
    Yes. Come into City Hall and complete the Voter Registration Application. It will be forwarded to the St. Louis County Board of Election Commissioners.

  • How do I license a dog/cat?
    Pet tags run from June to June and must be renewed every year by July 1st. The cost is $2.00 a tag. To license a dog or cat you must come to City Hall and bring a copy of the current rabies vaccination verification. If you own a pit bull, please contact City Hall for additional requirements. There is a limit of two (2) animals per household.

  • Who do I call if my street light is out?
    Call City Hall (314-867-0076) to report the outage. Please have both the pole number and the street address of the house where the light is located.

  • How do I contact my Alderman?
    Addresses, phone numbers and e-mail addresses are listed on this web site. 
    The Board meets on the First and Third Thursday of every month at 7:30pm and residents have a chance to speak at the Board of Aldermen meetings.

  • Do I need a permit to conduct a garage sale?
    Before conducting a garage sale, a permit must be obtained from City Hall. There is no charge for this permit and you may not advertise the sale prior to obtaining the permit. The permit will specify the dates the sale will begin and end. The sale may be conducted only in daylight hours and for not more than two consecutive days. No sale may be conducted on a National Holiday.  You may have not more than two sales per year.


MUNICIPAL COURT

  • When is Court held?
    Night Court is held on the second Wednesdays of the month at City Hall, located at 9641 Bellefontaine Road. Doors open at 5:30pm and Court starts at 6:30pm. Day Court, which begins at 1:00pm, is held on the third Wednesday of the month.  Court is on a first come, first served basis. 

  • Do I need to appear in Court?
    If you have a court date, you must appear. Only the defendant may appear in Court. If you have any questions regarding your appearance, please contact the Court Clerk at 314-867-0076.

  • How do I make Court payments?
    Payments may be made at City Hall Monday to Friday, 8:00am - 4:30pm. 
    Some tickets are payable outside of court (On-line)
    Payment arrangements cannot be paid on-line.

  • What types of home repairs require permits?

  • What do I have to do to put my house up for sale or rent?

                An Occupancy Inspection is required when properties are offered for sale or rent. The fee for this service is $75.00 Inspection_Application.pdf

  • What items are covered with the Occupancy Inspection?

                The Occupancy Inspection is not a performance inspection, but rather a Property Maintenance Inspection. The Occupancy Inspection Report is not all inclusive, but rather a good starting point.

  • What do I need for an Occupancy permit or to update my Occupancy permit?

    OCCUPANCY PERMIT
    Approved Occupancy Inspection
    Driver’s License or State I.D. for All Adults Occupants
    Birth Certificates for All Minor Children
    $40 Fee
    OCCUPANCY PERMIT UPDATE (Only the Head of Household or Spouse are permitted to update an Occupancy Permit)

  • What are the trash regulations?

    Trash service is required, by ordinance, for every occupied residence. Trash, yard waste and recyclables are allowed at the curb from 5:00pm the day before collection to 5:00pm the day after
    collection. Please store trash totes at the side or the rear of your house. Storing trash totes in front is an ordinance violation.

  • Does the City participate in the Lateral Sewers Repair Program?

    The City will contract for the repair of a defective lateral, if after investigation, it is found to be defective due to causes beyond the control of the property owner. A sewer lateral is defined as the
    portion of the pipe which carries household wastes to the Metropolitan St. Louis Sewer District sewer main and which lies between the house connection and the sewer main. Before
    submitting the Sanitary Sewer Lateral Application, it is the responsibility of the Homeowner to have the lateral in-line video inspected and marked by flags or paint marks. The video must have
    audio narration describing the problem and location of the problem on the lateral, name and address of the house and the date the video was made. The Homeowner must also furnish a report
    and/or receipt from the plumbing or sewer service that cabled or jetted the lateral in an attempt to clear the lateral. The cost of the in-line video and locating of the lateral is to be paid by the
    Homeowner.A fee to cover these services for the City will be assessed at the rate of$28.00 per year. The fee is included on the resident’s annual St. LouisCounty Real Estate Tax Bill.

STREET DEPARTMENT

  • Will the City trim my tree or remove a dead tree?

    TREE REMOVAL: Trees on the easement (twelve (12) feet from the street) can be removed, if more than fifty percent (50%) dead.

    TREE TRIM: Trees to be trimmed must be located on the easement (twelve (12) feet from the street). The City will trim lower branches and dead wood only. Complete tree trimming is not offered.

  • Does the City offer a branch pick-up service?
    The branch pick-up service is no longer available. Due to overwhelming requests, as of July 1, 2012, the City can no longer provide this service to our residents. Please call Waste Mangement (314-506-4700) to have them deliver to you a FREE Yard Waste can, if you do not already have one.

POLICE DEPARTMENT

  • How do I get a copy of a police report?
    Copies of police reports may be obtained by contacting the records clerk at the police department, Monday through Friday between the hours of 8AM - 5PM, portions of some reports may not be available for public release. Please call the records custodian at 314-867-0080, if you have questions.

  • Will the police watch my house while I am on vacation?
    Yes. Prior to leaving on vacation, notify us by calling 314-867-0080 , and answering a few questions. The information will be given to the patrol officers. Your home will be checked daily. Upon your return, please call and advise us, so that we may cancel the daily check.

  • Can I park a commercial motor vehicle on the street?
    No. According to Section 17-317 no person shall park a commercial motor vehicle , except for emergency purposes: a) on any street, in any district zoned for residential use between the hours of 8pm and 6am on any day. b) on any vacant or unimproved lot anywhere in the city and c) with a GVW or licenses weight excedding 18,000 lbs. in any district in the city zoned for residential use between the hours of 8 pm and 6am on any day. They may be stored within a fully enclosed structure at any time.
