Some permits are available to be downloaded on-line.  The form can be downloaded, printed and returned to City Hall.  It can be mailed or dropped in the drop-box (to the left of the front door) The permits should be left with payment (except for Construction Permits).  Permits can also be applied for in person at City Hall.
